This is Zoomer the Dinosaur from Spin Master LTD.  Created in 2014, Zoomer is an interactive robot that can be trained; he uses optical sensors to detect motion and space and responds to activities and can chase you, dance, and his eyes get red when angry. I know this guy can be charged and works, but do not have the remote that comes with him.  Otherwise, he is in great shape!
