Made in China, distributed by Ban Dai in 1995.  Set of 6 The Tick Wacky Windup Action figures are being sold as a lot. All Mint on Card. Figures are all on different vehicles and perform different actions. Complete set includes Good Doers are: the TIck (Hard Drivin' Tick uses his arms to propel his vehicle), Arthur (Wing Flutterin' Arthur on his scooter), Human Bullet (Cannon Human Bullet pops out of his cannon then rolls away), Sewer Urchin ( Submarine Sewer Urchin looks right and left as his propeller spins); Evil Doers: El Seed ( Crop Dustin' El Seed rocks from side to side as his propeller spins) and Dyna-Mole (Time Bomb Dyna-Mole really blows his top)
