Yes, it is COMPLETE and a RARE one to find. Arms are both nice and tight. Paint has some scratches and flaws various places all around. All pegs, holes and sliding attachments present. Last 2 photos show a small chip missing on one side top of leg. Still works very well and transforms as it should. Very good condition going on 27 years old! You will not be disappointed in this Megazord micro playset. Little mini guy is also in excellent shape and all his joints tight and work well. He is also very posable as shown in photos.
